Özdem Nurluöz was born in Cyprus. She completed her primary and secondary education in Canbulat high-school education in 1975-1978. In 1982, She graduated from Hacettepe University, High-school of Nursing. She worked as a nurse at Dr.  Burhan Nalbantoglu Hospital in Maternity Department for two and a half years. She worked as a teacher in Nursing School i between 1985-2000 and worked as Headmaster at Nursing School between 1985-2000. She graduated at Anadolu University Social Sciences Institute on Business Administration Department. She started to work at Near East University, Faculty of Health Sciences in 2010.

After her master degree, She received the degree of PhD from the Near East University Institute of Educational Sciences. Educational Management, Governance and Planning in 2011.
